Guangdong, Hong Kong And Macao Greater Bay Area Explores Joint Construction And Cooperation Platforms, And Qianhai, Nansha And Hengqin Have Achieved Demonstration Effects

On February 19, the second day after the release of the development planning outline of Guangdong, Hong Kong and Macao Bay Area (hereinafter referred to as the "planning outline"), Ma Xingrui, governor of Guangdong Province, made a special trip to Nansha area of Guangdong pilot free trade zone to carry out research.

The research focuses on how to accelerate the development and construction of Shenzhen Qianhai, Guangzhou Nansha, Zhuhai Hengqin and other major platforms. This is also the meaning of the title of the outline of the planning, that is, Guangdong, Hong Kong and Macao will promote the co construction of a platform for cooperation and development between Guangdong, Hong Kong and Macao.

Specifically, the three places should optimize and improve the functions of Shenzhen Qianhai Shenzhen Hong Kong modern service industry cooperation zone, create a comprehensive Guangdong Hong Kong Macao Cooperation Demonstration Area in Nansha, Guangzhou, promote the in-depth cooperation demonstration of Guangdong, Hong Kong and Macao in Hengqin, Zhuhai, and also support the nine cities in the Pearl River Delta to jointly build a characteristic cooperation platform with Hong Kong and Macao, expand the space for economic cooperation, and ultimately lead to the comprehensive cooperation between Guangdong, Hong Kong and Macao.

Guo Wanda, executive vice president of China (Shenzhen) Comprehensive Development Research Institute, said in an interview with 21st century economic reporter that the requirements of the planning outline for the cooperation and development platform of Guangdong, Hong Kong and Macao are intended to find more carriers and footholds for the cooperation among Guangdong, Hong Kong and Macao. The three key platforms are fruitful in exploration, more emphasis on demonstration effect, and characteristic cooperation platform is more responsible for solving problems in specific fields.

Seeking more fields and deeper cooperation

The 21st century economic reporter noted that the outline of the planning has different descriptions of the functions and functions of Shenzhen Qianhai, Guangzhou Nansha and Zhuhai Hengqin. Shenzhen Qianhai focuses on Hong Kong Shenzhen modern service industry, Guangzhou Nansha focuses on comprehensive cooperation between Guangdong, Hong Kong and Macao, while Zhuhai Hengqin focuses on in-depth cooperation between Guangdong, Hong Kong and Macao.

Deng Jiangnian, Secretary General of the Guangdong Hong Kong Macao Great Bay Area Research Institute, analyzed the 21st century economic reporter. From the different expressions of the three key platforms in the outline of the planning, we can see that the emphasis is different. It can be summarized as "Guangdong, Hong Kong and Macao seek more fields, wider and deeper cooperation".

In his opinion, Shenzhen Qianhai mainly focuses on optimizing the modern service industry cooperation between Shenzhen and Hong Kong. Through the cooperation, Shenzhen and Hong Kong can promote the in-depth development of modern service industry between Shenzhen and Hong Kong, especially financial breakthrough, which also includes modern service industries such as law, commerce and accounting.

In fact, Shenzhen Hong Kong cooperation and financial innovation have always been the focus of Shenzhen Qianhai. By the end of 2018, there were 10.25 billion US dollars in Hong Kong's free trade area, with a total of 10.25 billion US dollars registered as the pillar enterprises in Hong Kong.

It can also be seen from the "planning outline" that Shenzhen Qianhai will explore the promotion of financial opening and innovation, expand the function of offshore account (OSA), learn from the free trade account system (FTA) of Shanghai pilot Free Trade Zone, and actively explore the effective path of capital account convertibility.

However, the requirements of Guangzhou Nansha and Zhuhai Hengqin are different. According to the outline of the plan, Nansha, Guangzhou, is not limited to modern service industry, but to cooperate with Hong Kong and Macao in an all-round way; Hengqin, Zhuhai, focuses on establishing in-depth cooperation demonstration with Hong Kong and Macao.

According to Deng Jiangnian's analysis to the 21st century economic reporter, Guangzhou Nansha has the largest area among the three pilot free trade zones. Therefore, Guangzhou Nansha needs to carry out comprehensive cooperation with Hong Kong and Macao in more fields. Zhuhai and Macao have long had a foundation for cooperation. In addition, with the opening of the Hong Kong Zhuhai Macao Bridge, the Pearl Sea has become the only city connected with Hong Kong and Macao by road and bridge. Therefore, Hengqin side of Zhuhai has become the only one It focuses on in-depth cooperation with Guangdong, Hong Kong and Macao.

After Guo Wanda's detailed study of the outline, he found that the positioning of Shenzhen Qianhai, Guangzhou Nansha and Zhuhai Hengqin are also different from those in the past. The planning outline enriches and perfects their positioning.

Take Nansha, Guangzhou as an example. By 2020, with the completion of Guangzhou Shenzhen Hong Kong high-speed railway, Humen second bridge and No. 18 high-speed metro lines, Nansha will reach the central areas of Hong Kong West Kowloon, Shenzhen, Dongguan and Guangzhou in half an hour, and will initially form a "half hour traffic circle" in Dawan district.

Guo Wanda believes that Nansha, Guangzhou, will provide a public service and social management environment linking up with Hong Kong and Macao, providing new space for the industrial transformation and upgrading of Hong Kong and Macao and the employment and life of residents.

Characteristic platform is not a simple copy of free trade zone

The outline of the plan also puts forward a platform for the development of characteristic cooperation for nine cities in the Pearl River Delta. The nine cities in the Pearl River Delta will give full play to their respective advantages, build various cooperation parks with Hong Kong and Macao, expand the space for economic cooperation, and achieve mutual benefit and win-win results.

In Guo Wanda's view, the new characteristic platform is conducive to expanding the development space of Hong Kong and Macao. "The free trade zone is a major national strategy, and its innovation achievements also need to be replicated and extended to other regions. Now, Guangdong, Hong Kong and Macao Bay area needs more and more specific carriers and landing points, and new characteristic platforms will come into being."

However, in terms of comprehensive development, Deng Xiaoping bay free trade zone needs to solve many problems such as comprehensive development.

"The free trade zone alone cannot solve the problem, which requires more characteristic platforms to explore and solve various problems. The comprehensive cooperation between Guangdong, Hong Kong and Macao needs more fields and wider cooperation. " He said.

According to Deng Jiangnian's analysis, for Hong Kong and Macao, the biggest bottleneck in their development is the limited development space. The first thing for Guangdong, Hong Kong and Macao Bay area is to help them solve the problem of development space.

However, he also stressed that the newly added characteristic platform will no longer be a simple copy and extension of the free trade zone in the future, but will solve problems in different fields according to the different characteristics of each platform.

For example, according to the outline of the plan, the nine cities of the Pearl River Delta and Hong Kong and Macao have their own special platforms. For example, the construction of Shenzhen Luomazhou Hetao port Shenzhen innovation and Technology Park and the adjacent Shenzhen Science and technology innovation park will jointly create a science and technology innovation cooperation zone, establish an international business environment conducive to science and technology industry innovation, and realize the convenient and effective flow of innovation elements; Dongguan and Hong Kong will jointly develop and build the coastal bay area of Dongguan, gather high-end manufacturing headquarters, develop modern service industry, and build a construction war Strategic emerging industry research and development base.

Guo Wanda also said that this is actually the need of path selection. The cooperation among Guangdong, Hong Kong and Macao needs to be extended from a pilot project to a larger scale. "The cooperation between the nine cities of the Pearl River Delta and Guangdong, Hong Kong and Macao to jointly build a characteristic platform fully shows that the pilot results of the three key cooperation platforms have been verified and have a certain demonstration effect."
